revenue is that then the agency optimizes the system for the highest-traffic routes
instead of trying to provide the highest coverage of the service area
. In areas
with sprawling suburbs like Silicon Valley, Los Angeles, and San Diego,
there are huge areas
of residential neighborhoods
with low density. So routes through those areas
won’t
have as many passengers as one on the main
street through a metro area
, or in a dense city like San Francisco or Oakland. But if you
cut
those
routes
, suddenly large
areas
of the city/county
don’t
have access to a
route
that will connect to the
main
routes
serving major employers, hospitals, schools, etc. (And paratransit coverage is linked to the presence of an existing
route
, so they
can’t
send paratransit to serve Disabled passengers unless they subsidize it more or start charging taxi fares.
Plus, there are lots of people
who can’t
drive or can’t
afford a car, but who don’t
qualify for paratransit.)Cutting
costs by cutting
service frequency is a good way to drive down ridership
because that increases layover time for connections (which nobody likes) and also makes
it less flexible. Fewer people
will take the bus
if they have an alternative (driving, bicycling, getting a ride, rideshare
, etc.) that doesn’t
make
them wait an hour if they are 1 minute late. Or where a canceled
bus
run doesn’t
mean waiting another hour and missing their appointment.Public transit needs to be subsidized heavily to
make
it affordable to even the poorest riders, while still maintaining the buses
in good condition and paying the drivers, mechanics, and other employees fair wages. The benefit to the public is worth the cost because it’s
one of our main
strategies for getting people
to reduce carbon emissions.
